Yes! I understand your concern though. That question has
arisen often since we started developing the MILLION DOLLAR bill. First,

Also, the Federal Government has NEVER printed a bill larger than $10,000...(which, by the way, they stopped printing in 1969. So there is NO MILLION DOLLAR BILL to counterfeit.
However, just to be sure (even after the legal eagles said "No problem"), we filled out the standard U.S. Government Copyright Form VA...enclosed the $20 fee... and requested they register the MILLION DOLLAR BILL design. And guess what...they did it! The document...Certificate of Registration No. VA 777-015, dated May 30, 1996, which was signed by a Ms. Marybeth Peters.
